Preheat the oven to 180°C (350°F) and line a 9'x9' baking tin with baking paper.
Melt the butter. Beat the butter, brown sugar and sugar together until fluffy.
Beat in the vanilla and egg.
Finally beat in the cocoa, flour, baking powder and chocolate chips.
Spread the mixture into the prepared pan in an even layer and set aside.
Caramel;
Place the ingredients in a saucepan over a medium heat.
Stir and wait for the butter to melt.
Bring it nearly to the boil then remove from the heat. Set it aside allow it to cool while you make the white chocolate brownies.
White Chocolate Brownies;
Beat the brown sugar, sugar, egg and vanilla extract together until light and fluffy.
Melt the butter and white chocolate together.
Mix in the chocolate mixture.
Stir in the flour and baking soda and set aside.
Pour the caramel over the brownie recipe in the baking pan and then lightly pour the white chocolate brownie over top and place in the oven for 25-30 minutes.
The top should be lightly golden but still soft in the middle with light crumbs attached when a skewer is inserted.
